Who owns the .story files?

I have a reasonably relaxed relationship with my client - nothing contractual in place. I develop Storyline 360 training systems for them and publish to Litmos.
One thing I am concerned about is when they (inevitably) ask for copies of all of my .story files. Although the content is written by them, I feel that it's my IP at the end of the day! I guess that this is the kind of thing that can be sorted out with a contract, but can I ask what you do:
1. Do you grant your client(s) access to any .story files,
2. Do you give them to them on payment of a fee or,
3. Do you flatly refuse to share any .story or other digital assets that you generate?
Or am I missing a trick?

It is really your decision. I hand over all storyline files, I don't have an issue with it, the client owns the files from the moment they have paid the contract.
What about assets such as high resolution photos that you may have taken yourself?
