I'm thinking the most efficient and fail-safe way to link a document in the Resources tab would differ from one situation to the next.
One approach I've used quite frequently is to place resources on a web page and then link to the webpage via the Resources tab. This allows me to update the documents on the webpage and not have to re-publish the .story file again. :)
