I think this is Flash; however, it could have been created in any number of programs. I haven't used PowToon, but I think you could create something similar to this using it. I've also seen some people use Anime Studio to create video like this.
Depending on how far you want to go with the animation, you could recreate this in PowerPoint and export it as a video. This video by Nancy Duarte was created 100% in PowerPoint.

The number of people that thought that was After Effects
Whenever I am somewhere where people tell me that PowerPoint is I always fire that up. It's built into the Templates - everyone with 2010 had that on their PC :)
GREAT, and shows what CAN be done when someone can be bothered to learn how to use the app rather than just slag it off.
Guys thanks for the reply. I thought it was AE also because I notice at the beginning 0.16, after the brown arrow, the screen shifted to the right. It might post in AE?
