I'm based in Melbourne, but work remotely with clients in Sydney. In my experience, Articulate projects can easily be handled remotely, with collaboration software thrown in.  You can view my website here and samples of my Articulate work here. I'm an advanced Articulate user and an instructional designer with over 15 years experience. I have a fairly extensive presence on this site having written a popular guest blog post and won an honorable mention for my Guru entry.

I may be able to provide some assistance. I am in Sydney and am an experienced instructional designer. My partner is a graphic designer. Although I can't say my Articulate skills are as advanced as Davids (I do like your marine navigation protoctype on your website, David), depending upon the instructional approach required of your content and learning outcomes, I may be able to help.
