Basic solution for simple video tracking?

For years we've used Presenter (09 and now 13) to build simple, 5-slide courses where slide 3 is a 2-hour-long video. Our need is to get the video into a SCORM course so our LMS tracks that it was viewed.

That's barely scratching the surface of what Presenter can do, so I think maybe our solution is overkill. I'm looking for simpler solutions and this forum is certainly the place to look for solutions.

Do you know of freeware or low-end authorware that would allow us to drop an FLV or WMV into a SCORM course with maybe a single title slide in front and a single closing slide afterward? Our need is that basic.

Like I said, we have access to Presenter, anyway, and obviously that works. But I'd love to be able to move this one tiny project to some other freeware or low-end authorware, if possible.
