On this link they have given description on RHS and there is line saying that "Not Currently Supported in Articulate Storyline SDK" is that mean they have not used SDK
The items they describe in that passage are the features that the SDK doesn't currently support. They used the SDK for this piece. That verbiage is right out of the SDK description
Hi Parashuram, the player template was built using the Storyline SDK. The reference to "Not Currently Supported in Articulate Storyline SDK" is a list of features that you would find in the standard Storyline player that are not supported in this custom player template because the SDK does not support these features. They include:
Custom HTML5 Skin (Custom Skin is desktop only) • Accessibility • Right-to-left text support • Changing fonts • Search • Custom buttons • Tool tip on menu hover • Menu on top right and top left position • Glossary on top right and top left position • Notes on top right and top left position • Side bar on right position • Resources on side bar and top left position • Color changing within Storyline (Must be done in the color.xml)

No there are no tutorials. The SDK is the same development kit that the Articulate programmers use to create the player. Articulate makes it available so that people can customize the player for themselves but in order to do this you really have to be a serious Flash developer.
The average person will not have the skill set to use the SDK.
