Folks! Which tools do you suggest can be used to edit the graphics by people who are not graphic-designers and don't have access to Photoshop or other Adobe image editing tools?
You can do a lot in PowerPoint for simple image editing. That may meet most of your needs.
I use Affinity Designer and Affinity Photo as substitutes for the Adobe CC software. They're only $50 each as a one-time payment. For such affordable software, it does quite a bit: layers, masking, vectors, color palettes, etc.

I'll echo what Christy says. PowerPoint is great for simple stuff and there are a bunch of free/low cost options.

Inkscape is a free, open source editor for vector images. I don't how well it fits the for people who are not graphic-designers criteria though.
