I need an example of an Organisational Policy for designing and implementing e-learning

I've been asked to put together an organisational policy for designing and implementing e-learning.  I imagine this would contain things like style guides, who can authorise a module to be created, who is responsible for creation and content etc.  Does anyone know of where I can look for an example template?  Hoping someone can help.
