I think this is closer to your goal. I grouped your buttons and icons, exported them to images, edited their states, and added triggers on both the slide and layers. On the layers, I added a non-clickable hotspot (unchecked the "Show Hand Cursor on Hover") to each layer so users won't think they can just click through the tabs.
There may be a cleaner way to do this but it seems to work!
We can't edit the states of a group. If you right-click the group, you'll see an option in the dialog box to "Export Shape as Picture". Once you have all the tabs saved as pictures, you can replace the text box and icon with the picture. The states of the pictures can then be edited.
Sanchit, sorry that's happening! When saving a group as a picture, make sure you select the outside before right-clicking. My colleague Alyssa answered a similar question and created a tutorial on how to do that if you want to take a look here. Hope that helps!

Thank you Phil. This is exactly what I wanted.
However, when I am trying to replicate this - it doesn't seem to be working for me.
In the attached file, Version 2 - when I try and group the icon and text box, the state can't be edited.
Did you group text and box in PPT before using it in storyline?

This is weird but when I try to SAVE AS PICTURE, only text is selected/saved - icon gets left behind.
Is there a trick to it that I am missing.
