Level testing for non-native English students

Hello everyone/heroes,

I need to come up with 3 different assessment test for students who are trying to do courses with us. I am familiar with the question types but what I was hoping to create is a pull type content where the student chooses what questions to attempt first. I am open to any ideas. The test ought to give a final level at the end. Any advice would be greatly appreciated.
