Made-from-scratch .gif not playing properly in Storyline

Hi there,
This one's tricky, hope someone can help. I made a simple animation in Adobe After Effects and exported it into a .gif using Photoshop. When I try inserting this .gif into storyline however, it stutters almost as if it's playing at 1/2 or 1/4 speed. It's not a large file or complicated animation at all, a simple 'ping' visual with a circle expanding from a dot. The file size is 28 KB, and other much larger .gifs I try inserting work just fine. I'm certain something must be wrong with my export settings but I'm not sure what. Anyone familiar?
Also wanted to note that when I preview the .gif in IE it plays in the same choppy manner, but if I preview it in Chrome, it works just fine.
Edit: I've tried exporting the .gif in Photoshop from WMV, MP4, and Image Sequence files as well as exporting to .gif directly from Media Encoder with no results in any case.

In After Effects, did you export the animation as an MP4 file (output H.264)?
I just tried this. I then opened Photoshop, imported the MP4 file, saved it as an animated GIF (i.e. File > "Save as Web" > "GIF"), and then inserted that GIF into a Storyline 2 project. The animation seems to run fine.

I tried your suggestion and unfortunately it still didn't work. I've tried exporting the .gif in Photoshop from WMV, MP4, and Image Sequence files. I've even tried exporting to .gif directly from Media Encoder and in all cases they run fine on browsers like Chrome and Firefox, but IE and Storyline won't play them at the correct speed.
I'm attaching the .gif in case anyone would like to see it.
Thanks Joel for sharing a copy of the gif file. We do have a reported issue to our QA team in regards to Storyline not always respecting the frame rate of the inserted gif. This is something our team will continue to look at, and I'll include this discussion as a part of the report so that we can update you here if there is anything additional to share and ensure that our team is tracking the affected users and the impact.
