Be careful with using Photoshop filters: they give themselves away, making your product look cheap. Professionalism aside, however, I'd recommend "cut-out" with a relatively high number of levels, high edge simplicity, and high edge fidelity. This filter will estimate colors into groups, create a quick flat of your image, ususally with enough detail to capture smiles and eyes.
Cartoon stylizations are the better way to go, but they can be time consuming because you have to decide on your style, and maintain it throughout all of the portraits.
I used to do this manually in Photshop until somebody pointed out a Photoshop plugin called toonit. I think it works well. Here is a link to their website if you are still interested.
On windows, one of the better applications / plug-ins I've seen is Akvis Sketch. http://akvis.com/en/sketch/index.php. The Business version (plug-in for PhotoShop and standalone) is $154. I believe this is what Cathy Moore and team used for this series:
