I have created a class using Articulate '13 that I package and send to one of my distibutors for them to load into their LMS. However, when they load it, their users cannot see the class at all. They can open the class, but every page is blank. To make it worse, this project has had previous courses (made in Articulate '09) that worked fine.

You can also try testing your content using SCORM Cloud (which is a free to use, industry standard testing engine).
If it works properly at SCORM Cloud but not in your LMS, open a support case with your LMS provider to troubleshoot the issue. However, if it also fails to track or resume at SCORM Cloud, please submit a case to Articulate.
