Hi Jay, we use Lucid Chart on my team. Since it's a tool with many uses, it can be a little overwhelming to start, but once you have the basics down, it's pretty slick for storyboarding.
It integrates with the Google Suite of web apps and does allow for collaborative comments and change tracking. You can use standard flowchart conventions, or you can mash-up several different styles in one. Attached is a screen shot of part of a chart where we used pictures from a whiteboard session and then added comments on each image to elaborate.
