I've just been told of a SCORM compliant LMS that does not record test results automatically on test completion. Instead, what it does is it allows administrators to manually add scores of Learners to the system and then run reports on the manually entered data.
My understanding is that this means the system isn't SCORM complaint at all and sounds more like a fancy Access Database Am i right in thinking this?

Yes, your understanding is correct. Technically, that shouldn't even be classified as an LMS, let alone one that is SCORM compliant.
