Scrolling courses

I'm looking to develop a scrolling course, using only Storyline 3.
My current thought is to use a scrolling panel that lies slightly outside the slide (to hide the bar), with a large vertical image.
I wondering if anyone could share any examples or experiences of attempting this? I realise Rise would be a better solution, but we are constrained to offline software.

You can runtime Adapt framework locally just need to set up a server on your machine.
I would be concerned that some browsers do not give the scroll panel focus.
The scrolling panel can be a pain to work with, may frustrate you over time, especially if you use grouped objects at points you will find objects flatly refuse to enter the panel.
I am sure it is possible, it doesn't produce a responsive course though, which is the benefit of Rise, Adapt. will need some testing to get the best of mobile devices.
Thank you Phil, it's useful to hear some of the limitations we may experience.
I tend to avoid scrolling panels like the plague, just because it looks dated and doesn't always group easily, as you say. Unfortunately it seems to be one of the few ways we can achieve the effect we need.
I'm not familiar with the Adapt framework, is it adaptlearning.org?
