We are fairly new to developing eLearning courses and wondering what are the factors to decide whether to include transcripts and closed captions in our courses or not? Are there any rules/recommendations specific to Ontario?
Hi Open World Learning! 👋 Welcome to the community! Just in general, I think it's a good idea to include video transcripts and closed captions because it can benefit a lot of learners, such as those who are deaf, hard of hearing, in a noisy environment, or just prefer to read.
Hi, in my case, factors depend on what my client wants. However, I wouldn't duplicate, meaning that I would persuade my client to have either transcript or closed captions. Usually, transcripts are enough.

Yep, always if you can. In all honestly, though, I develop without voiceovers. My company culture allows that and its just easier.
