Don't forget your local university media arts/drama programs. Often talent there that will work for experience only or dirt cheap.... win/win for both of you.
I've used Voices.com with great success over the years. Much talent to choose from. If you do your own searches and post your own projects for bidding (as opposed to using one of their customer service reps) it is much cheaper.
I've also had great success with fiverr--in particular Deevoice. There are plenty of pro-level talents on fiverr with very good rates.

I would recommend AAP (http://aapworldwide.com/index.html) or Narrator Files (http://www.narratorfiles.com/).
Other options you could look into that I haven't used are www.voice123.com, www.voices.com, and www.procommss.com.
