Articulate 360 - Open URL within the the project file

Is it possible to open a URL within the project file rather than being re-directed to the web/intranet page where the information is located?

To provide more context I'm developing assessment modules which reference company policy and procedures. Using a web object to refer to one or two policy documents is ok. However an assessment module can reference up to 11 policy documents. I'm not confident including 11 individual web objects is a practical solution.
