Closed Captioning

I didn't find another posting on this, so please direct me if there is:

I'm looking for an AI method to create closed captions from an MP3 or MP4.  In other words, the process generates the captioning, rather than me typing in every line. 

I'm not seeing that Articulate can do this directly, though I'm new to the platform.  If I'm right however, are there recommended services or software that does a good job of this task?
