Hover State "Normal" doesn't disappear on Hover State

Thanks for sharing your file with me. The picture cards up in the Visited state is because 'Visited' is actually Normal state + Visited state. Check out this similar discussion for ideas on how you can reconfigure your states to hide the picture cards. I hope this helps!
