I want to create a quiz that requires a 100% pass rate and if it's not passed the first time, have a different set of questions that populate on the retake. Is there any way to accomplish this?

Question Groups allow authors to pool and randomize questions in Quizmaker 360. However, this type of quiz setup is easier to achieve if you're open to building it in Storyline 360 instead.
In Storyline 360, I suggest creating two separate Question Banks with different sets of questions. If the learner passes the first question bank, they can be taken to the results slide. If they fail the first question bank, they can be taken to the second Question Bank for a retry, and then directed to a different results slide.
