Unsuccessfully launch the SCORM file

I've output the course materials in SCROM format, and have uploaded the zip file to the LMS but fail to launch. When i try to open the 'index_lms' file (saved in my local drive not network drive) in the folder via Chrome but fail to open. What's the problem?
