When enabling seeking on base layer of a quiz question, media does not appear.
I was developing some quiz questions that have some introduction audio. I wanted to add seeking to the slide base to help me with testing (to move things along faster, if you know what I mean). I was surprised that when I tested the slide, no media whatsoever appeared.
It took me half a day to figure out it was related to the the seekbar...

Hi there,
I think it will be easy to replicate on your side. Just make a quiz question, put some media on it, and then enable "seeking" on the base slide timeline. Test the question, and you will see there is no media displayed.

Following the steps you shared, I built a sample .story file containing audio/video media on two separate question slides with the seek bar enabled. However, I was unable to reproduce the same behavior you are describing. Both the audio and video media were displayed and functioned accordingly when I adjusted the seek bar.
To clarify, how were you testing the file on your end? Previewing it within Storyline, or publishing?
If you're comfortable sharing the file that's giving you trouble, it would be helpful to take a closer look to see if something else is causing the issue.
