A client wants to receive a message for each participant when the final questions in a course are done, and that the very final slide in the course is locked until the answers are reviewed. The message is supposed to go to an administrator in charge who can review the answers and then press a button for either "passed" or "failed", and when that click is made it unlocks the final page of the course whis notifies the participant that he/she passed or failed. Is that possible? How can this be done in Articulate Rise or Storyline...? Or is an LMS needed for that...?

This is a very specific requirement that will not be easy to achieve.
This functionality is not available in Rise and will likely require a custom build involving a LMS.
It is certainly very unusual for an administrator to do a manual review of online quiz results to determine a pass or fail status per student.
