Assessment Routing Options

I have a course where the stakeholder wants to give the learner the option to take only the required portion of the course and then jump to the assessment (and not review the "old" material if they don't want to), so we have established navigation options.  However, they want to limit their attempts on the assessment to one.  If they do not pass it in one try, they want to route them to a different version of the course where they have to review all content, then they will be able to take the assessment again in that version. 

My question is:  how can I set it so that the learner is directed to exit the course if they pass the assessment, OR jump to the other course if they do NOT pass the assessment?
