you could use the block templates to provide templates for all your articulate users who are in your team. Otherwise there is no possibility to build your own content library and every user has to manually upload videos etc.
An asset library is a feature we have already requested from our Rise engineers. We don't have an update yet on this, but I'll update this post as soon as we hear more from our team.
