I used to be able to use JavaScript in SL3 to collect variables and push them out to HTML content but was hoping there was something simpler now.
What I want to be able to do is let learners record or tick actions to do later, as they go through the resource there will be different action blocks to tick or manually add their own. So at the end of the resource they have an immediate list of things to further develop gathered from all the ticked or manually added actions, any ideas?

As Rise does not have the ability to use JavaScript or variables, it is not a suitable tool for your project.
