Customize Previous and Next Labels in RISE

I am trying to customize the labels in RISE, but I cannot figure out where to do this. The videos and articles refer to settings locations that have since changed. I found one that looks promising in a section titled "Step 4: Labels" under Settings/Translations, but the url it points to is just https://rise.articulate.com so it's useless.
What am I missing?

Hi Russell,
If you are the Course Owner:
Course / Settings / Labels
That will allow you to customize the course labels in the right-hand column.
Labels are organized and grouped by Sections such as Quiz & Knowledge Check, etc.
Please note that if you make any changes to these labels, the changes will also apply to all other courses that use this same label set.
