It's as simple as that. It would be a great time saver to be able to export individual questions out of a quiz into a quiz bank (to make a review quiz later).
There must be at least one question bank in the main question bank area for the option “Add to question bank” to appear, otherwise you will just see “Duplicate” and “Delete”. Articulate have raised this as a bug.

The only two options I have under the (...) button are duplicate and delete, as shown in the attachment.
The first step is to create a Question Bank.
If you don't yet have any Question Banks, you will not see "Add a question to a question bank".
I have three question banks, do they need to not be in any folder?
I answered my own question. Thanks for the help! They cannot be in a folder apparently.

Hi there, Nisha. We fixed this issue where questions couldn’t be added to question banks from quizzes when all your question banks were in folders.
