Articulate is now price gouging those of us who work in e-learning. Rise used to be a part of the Storyline license but they took it out. Now it is $400 US a month! That is just price gouging. It's an unbelievable thing to do to us. Doesn't anyone else feel this way?
I think you might have this wrong. You are probably looking at the Rise.com platform. Rise online authoring is part of the 360 suite of tools. Rise.com is an LMS of sorts.
Yes, Sam, I was. I didn't see that. Still to charge $400 US for a monthly license for just that product is outrageous price gouging. Also, the license is $1800 Canadian which is a great deal of money. They need to consider other options.

Rise 360 is included in your Articulate 360 trial or subscription, and it is just a course development app. Training developed in Rise 360 must be exported to a learning management system (LMS) for viewing, tracking, and analytics.
Rise.com is an all-in-one online training system that gives you one place to create, track, manage, and analyze your training. Rise.com includes all the authoring functionality from Rise 360, plus a library of pre-built lessons on common business topics and sample courses. Once you’ve created a course, you can enroll learners, track their progress, and analyze training effectiveness—all within Rise.com. You can even allow learners to browse and self-enroll in training you make available in Rise.com.
So, how do you know which product is right for you? Start by answering these questions:
Do you only need Rise as an authoring tool? or...
Do you also need a place where you can host your training, enroll learners, and track course data?

Rise is still part of 360 nothing has changed. Rise.com is a different product
Rise.com is a fully functional LMS the pricing is on par with other offerings, as well as including a great authoring tool which most do not.
