I'm able to create a URL link for a specific word. Instead of creating a URL, how do I create a pop-up window (similar to the effect of clicking a marker of a Labeled Graphic) when I click on a specific word?

I've seen this feature requested many times in various different ways. How often does it need to be requested before it's put into a release? Asking because a lot of us in my office have discussed it, but only I've requested it through a forum. Should I be asking everyone I know to come out here and request it?
