I also have this problem. The trash can icon to delete the old cover image is completely missing in Chrome and MS Edge. In Firefox it is there, but ridiculously huge like a background image behind the text of that entire section of the settings page. A coworker is also able to reproduce this issue.

I have the same problem now (June 8, 2023). The bin icon to delete the current cover image has disappeared. Also, when I go to replace the current cover image, it seems to get stuck in 'processing'.

I can confirm that the Cover Photo delete button is missing from Chrome.
The button was still there on Friday as I used it to set up several new courses.

I am having the same trouble in Chrome. However, I cannot even load my Rise document at all in Firefox.

The issue reported above was fixed a few months ago, but it looks like you are experiencing a similar issue where you cannot delete images and logos.
To test this, make sure to install the latest update of Chrome, and clear its browser cache. See if the issue persists in a new Rise course as well.

Good news! Rise is back up and running.
You may need to refresh your course or relaunch your browser before uploading your images to your Rise course, and you should be good to go!
