I would like to have questions presented in a consistent manner rather than having them jumbled/mixed up each time a user takes a matching quiz. Is there a means to do this in Rise?

This is where you need to make the change to prevent answer choices from shuffling positions. This change applies to all Multiple choice questions, multiple response questions, and matching questions in the same quiz.
There is no option for that within a Rise matching quiz. I have the option to change the padding but nothing else. I have other quizzes in the course set not to shuffle answer choices. If you try creating a matching quiz - no option is available.
It sounds like you're using a Matching Knowledge Check block. In that block type, the options on the left are considered the answer choices, so they always shuffle. The options on the right are considered the questions, so they never shuffle.
Try putting the questions on the right side (as shown below) so they won't shuffle.
Yes, I see that now thanks. Though I will say it's not very intuitive. Typically one reads from left to right not the opposite. Static content should be on the left. Currently its like driving on the wrong side of the road.

Open your quiz, and choose Settings.
Near the bottom, find Shuffle Answer Choices and ensure that it is set to OFF.
Now when a learner takes the quiz, the answer choices for all question types will appear in the same order,
Thanks for responding. I don't appear to have that setting option within a matching quiz. I do see it in other quiz types. Am I just not seeing it??
Are you talking about Matching questions within a Rise Quiz, or individual Knowledge Check Matching questions?
