Rise lets you track completion in only oneof the following ways:
viewing a specified amount of the course
passing a quiz
completing a Storyline (SL) block that has a completion trigger
Because you want an opt-out option within the course, I suggest you track completion via a SL block in a separate lesson.
The button to opt out could jump to the lesson with the SL block.
Those who go through the course should be steered to that lesson at the end of the other content, which could include a quiz.
Note that when you track via an SL completion trigger, Rise won't send quiz results to the LMS. Everyone will "pass" the course the same way: via the completion trigger in the SL block.
