I need to be able to report student usage on SCORM from RISE that is being used in a client's LMS. We need something to generate reports at my end. That is, I need to be able to send SCORM out to a client and then generate a report of their usage in our own system/LMS. I know that this is not possible.
Does someone know of a plugin or any software that can do this? Report student usage from an LMS that the RISE SCORM has been sent to – not the published LMS?
Can the RISE SCORM that I have sent and now resides in the client's LMS allow student usage tracking to be sent back to my LMS (Moodle based)? Can this be done as a function of the RISE SCORM? If not, are there any other plugins or software that can facilitate this. I hear software such as ScormCloud can.

Learner data is captured with the LMS where the SCORM course resides.
So you are limited to the data captured and the reporting provided by that LMS.
Some LMS's will allow you export learner data to an Excel file and then you create any report you want.

What LMS are you using? I use it in Blackboard Learn and I am able to find reporting information but not downloadable file.
