There isn't a way to create text-to-speech in Rise 360 directly. We have a feature request logged for this. I'll add you to that list and we'll update this thread if we make any changes.
You can export any text to speech audio from SL by saving it and right clicking for MP3. If you want to add a more naturalized voice Katrina look into elevenlabs.io they have an amazing AI voice library that doesn't sound like a robot and actually sounds human. Then you can upload that audio to the Rise section you need.

Rise 360 does not have text to voice capabilities.

One workaround would be creating your material and adding text-to-speech in Storyline, then inserting the course as a block in Rise 360.
