Translation: Rise vs. Storyline

I am having to consider translating e-learning courses for the first time. I've been told that there are a lot of issues when translating Rise courses, but (from my novice standpoint), translating a Storyline course also seems to be a complicated process. I don't have enough experience with this, yet, to appreciate why Storyline might be preferable to Rise when it comes to translation. Just wondering if anyone can help me better understand this? Or can direct me to a resource for  "beginners"?

I think both of them have their issues.

For storyline the export and import function can mean that you do a lot of work moving objects around to make space for the text as can need 30% more space in some cases. 

For Rise you have to reimport translation document to the course it was exported from so you need to duplicate the course and then send that for translation, there maybe some issues with character count in some interactions.
