Hello. We have had two users get locked out of their rise course at the same point when they have met the quiz attempt limit. It won't allow them to start another attempt and have also been unable to reassign the course to them through our LMS (INX)
Karl is spot on — your LMS should allow you to reset a learner's progress. It would be as if they had never taken the course, so they'll have to start over from the beginning. I would recommend reaching out to your LMS administrator to find out if you have that option.

It sounds like everything is working as expected.
Students that have exceeded the quiz retry limit cannot retake the quiz.
