My team and I have created several courses incorporating SCORMs and successfully uploaded to the LMS. The question we have is how does our client update the course over time? Can we write into a contract a management fee? How does this work, typically? Can this fee be folded into the contract into perpetuity?

This is a discussion you need to have with your client.
Either your client needs to get a paid Articulate account and do their own course updating or they contract you to do it.
If you client chooses to get a paid Articulate account, you would need to send them an editable version of the Rise courses.
