Right now there isn’t a way to move the position of the image when using the Text On Image block.
It sounds like this is a feature that would make authoring in Rise easier for you. We would love to hear more if you’d be up for logging a feature request!
Is there any update on this? There are some fantastic images in the content library that I would love to use but when I add them to a text on image block, it doesn't show me the portion of the photo I need. For instance, I have a picture of a child that I chose to use his face. When I use the text on image block, it shows me only the top of his hat. If I could reposition, it would be perfect. Thanks.
Hi there, Heather. Any of the full-width image blocks, including text on image, will crop the photo in different ways according to the browser size and orientation.
We are working on the ability to crop images more effectively in Rise 360 as you can see on our roadmap here! We'll announce when that's ready.

I would love this feature! I don't use this particular block (text over image) because it always crops the image in a strange way.

Now you can use the built-in cropping tool to create the perfect picture! Give it a try, and let us know how it goes!
