In Engage '13, I believe you can only insert an image with a max of 299x187. This is in place to ensure that the proper aspect ratio and to ensure the media in your project displays correctly.
Now, if you're using a smaller image, you could increase it up to the default size, but not higher than that.
If you're concerned with the "buffer" space that's included, you could alter the colors in Engage to blend in with the image or images you're using.
