Currently it's not possible to flip the text on the circle segments (its orientation is handled automatically based on the position of the segment). That would make a good feature request.
I'm not sure if this will help in your situation, but depending on how many segments you have within each layer on your circle, you might be able to get closer to what you want by experimenting with the rotation value on the segments themselves. You can select any segment and then use the Rotation selector to change the rotation of that layer:
