Graphic created from shapes altered during publishing

Hoping someone knows what to do about this...

I created an "experience meter" for a course where I wanted learners to be able to track their progress using a long oblong shape (no fill/blue border) and blue lines at regular intervals, all grouped together.  Below is a screen shot showing the meter before it starts being filled in.  To show progress, I just added another shape the size of the first space on top of it and regrouped the image.  Then I'd fill the next space, etc.

It used to work great, but I had to republish the course today and now it doesn't.  On all the slides, it looks completely filled in.  Here's a screen shot of the effect.  This is from a preview, but it does the same thing when published.
