How do I add a thought-provoking question?

I'm working on a Policy lesson (snore) and want to add a question to the beginning that makes them think about the topic. What I'd like to do is ask the question "As a Manager, what top 3 HR policies do you feel are the most important in assisting you with managing employees".
They would have three lines available in which to add their choices. Then they'd click on a button and the most common policies would be listed for their comparison.
Does anyone know if something like this could be added? I haven't found anything in Articulate with this option, but there's a lot about it I'm still learning.

Off the top of my head:
You could use Quizmaker and use a Short Answer survey question, then in the feedback, set the most common ones to show.
