Articulate Studio ’09 does not currently support right-to-left languages, such as Persian, Hebrew and Arabic. Prior to Flash Player 10, support for right-to-left languages was not included in the Flash Player.

If you are using PowerPoint 2007 / 2010 and Presenter '09, you may be able to publish right-to-left languages by first optimizing your presentations as described in the following blog article. Note that this method is not officially supported by Articulate.
