Can someone tell me how to only allow the next button to be used after the timeline has completed below the slide? I don't want users to be able to skip content until the entire slide has finished playing.
All you need are two triggers. The first one changes the state of the Next button to Disabled when the timeline starts and the second one changes the state to Normal when the timeline ends.
By using the Disabled option rather than the Hidden option, the user will be able to see that there is a Next button (it will appear lighter), they just won't be able to use it.
