I've been trying to publish in Presenter 360 for an LMS but the button doesn't work. My IT department installed a fresh Office 360 and reloaded Articulate but to no avail. Any suggestions would be helpful.

You mention that the publish button is not working. Does that mean that the Articulate Tab is present in PowerPoint as expected, but when you select Publish, nothing is happening, or are you getting an error of some sort?
Does this happen in any project or a specific one?
