Quiz set to 80% pass comes up as 70% pass in the LMS

Greetings, here are my specs:

-Articulate/Quizmaker 09

-SCORM 2004 2nd Edition 

In order to pass my quiz a learner must earn 80%. However when I upload the course to the LMS it sets it to 70%. I've looked all over my manifest file for the minNormalizedMeasure but it is nowhere to be found. Is this the root of my problem? Why is this element not part of my export package?

It sounds like this may be an issue with your LMS. If you'd like to confirm that, you could run a test with the SCORM Cloud, which is #3 on this list of ways to troubleshoot issues with Articulate and LMS:

Are you unable to find it before or after you zip the files? If you receive an error when viewing or uploading your SCORM package to your LMS saying that it can’t find the manifest, or the package simply won’t display, the problem could be caused by how you zipped the file. The issue is I do not know where to look. In SCORM 1.2 the element which sets the Quiz score threshold is "masteryScore" located in the Manifest file. Apparently in SCORM 2004 masteryScore is replaced by "minNormalizedMeasure", but that element is supposedly part of a different XML file. My question is which file should it be part of?

Update: I tested the course in SCORM cloud and it worked properly. This seems to be an LMS bug.
