QuizMaker not allowing Multiple Attempts

We created a new course with Presenter 13 and QuizMaker and published to LMS (we use a non-Articulate platform). We set the number of attempts for each quiz question to 1 but set the number of attempts to pass the quiz to 3. We have 6 other courses where we have set the exact same parameters and it works fine. However, this latest course does not allow the quiz to be retaken if failed. You need to close it and open it again for some reason rather than have the ability to immediately start at the beginning of the course. We've looked at the configuration numerous times but don't see anything different than any of the other courses that we offer. Any thoughts?
